Florida: HB 543 now in committee

Update 1/22/09: HB 543 has a companion bill in the Senate, SB 1276, proposed by Senator Anthony Hill. I will update when that bill is assigned to committee. Thanks to ADBA for this notice.

Florida state law prohibits municipalities from passing breed-specific legislation. HB 543 would remove that prohibition and make it possible for any municipality in Florida to pass BSL.

HB 543 has moved to the Agriculture and Natural Resources Policy Committee.

Florida residents, please contact the following members of the Agriculture and Natural Resources Policy Committee and ask them not to recommend HB 543.

The committee members will hold at least one public hearing on the bill before voting on it. If they vote to recommend the bill, it will move to the House for a full vote. If they do not recommend the bill, it will die in committee. The goal, therefore, is to prevent it from leaving committee. This is the easiest way to stop a bill.

St. Mary tables ban on pit bulls

FRANKLIN — The St. Mary Parish Council voted Wednesday to table a measure by Councilman Glen Hidalgo to “prohibit” pit bulls from the parish except under strict guidelines.

Memphis, TN: Breed-specific mandatory spay/neuter proposed

The city of Memphis, TN, is considering mandatory spay/neuter of “pit bulls.”

The Memphis city council was to hear an ordinance today that would require mandatory spay/neuter of pit bulls. The agenda item was bumped to January 19 or January 26, 2010.

Please send your POLITE AND RESPECTFUL letters of opposition to the Memphis city council members listed below.

It is important to remember that breed-specific mandatory spay/neuter (MSN) is breed-specific legislation. Breed-specific MSN is fraught with all of the problems associated with breed-specific laws–including unequal treatment of dog owners, subjective identification of dog breed based on appearance alone, and no evidence that such laws improve public safety. Additionally, mandatory spay/neuter is not supported by No-Kill advocates, as it has not been shown to reduce shelter populations. MSN is a financial hardship on many people. Low-cost voluntary spay/neuter is a much more effective alternative.

Putnam County, WV: Recently enacted BSL to be revisited at special meeting

This issue will be on the commission’s agenda on February 18, 2010 at 7 PM in the County Commission Chambers.

Please send your POLITE AND RESPECTFUL opposition to breed specific legislation, as well as viable alternatives and suggestions, to the commission members listed below. I am unable to find direct contact information for them individually, however, you can address correspondence to the County Commission address and fax number listed below. You can also send correspondence to the commission members via the County Clerk with a polite request to please forward to each Commissioner.

**Please note that a pit bull ordinance recently passed in Putnam County without advance notice. Because of public outcry, the issue is being placed on the agenda for further discussion. Opponents speak out against dog ordinance

WINFIELD — Opponents of a new Putnam County ordinance targeting vicious dogs but specifically naming pit bulls told county commissioners the law is unfair….

The two commissioners present Tuesday, Haynes and Gary Tillis, scheduled an evening meeting at 7 pm. Feb. 18 for further discussion of the law….

TOLEDO, OH (WTOL) – Any time the words “pit bulls” and “laws” get mentioned, there’s sure to be some heated debate, which is the case here in Toledo as council considers setting up a dog policy advisory panel to review the city’s laws on dogs, especially those which focus on pit bulls….

Council could approve setting up a dog advisory panel by next week.
