Garden City, MI: Whispers of BSL

Although nothing has been proposed at this time, City Councilmember Jaylee Lynch has requested “stronger measures in dealing with pit bulls.” Residents in the area should provide effective breed-neutral options for the council to consider.

By Sue Buck • OBSERVER STAFF WRITER • October 21, 2010

A Garden City Council member is looking for stronger measures in dealing with pit bulls in the community.

Councilmember Jaylee Lynch has asked her colleagues to consider new measures to ensure the safety of residents, their children and their pets.

[...]“I’d like the council to get behind this,” said Lynch. “I know not all pit bulls are vicious, but the breed is known to be vicious and people treat them differently because of that.”[...]

Dearborn Heights, MI: Council thinks about better law, not breed ban

Dearborn Heights already has BSL for “pit bull” owners. Perhaps the “better law” they eventually institute could be a repeal of their BSL, which is obviously not working, in favor of a strong, enforceable non-breed-specific ordinance.

DEARBORN HEIGHTS

[...] Council Chair Ken Baron said it sounds like council has come to a consensus there won’t be a pit bull ban. They will likely be tightening up the dog ordinance some, he said.

It seems like there isn’t enough follow-through with the existing ordinance, he said, so one goal is just to make sure the city is enforcing the regulations it already has.

[...]Council will be having a future study session to continue the discussion and have the Police Department animal control officer come provide some information, Baron said. He said he’s interested in hearing the officer’s feelings on what problems there are and what solutions could work.[...]

But revised ordinance will not target breeds as some animal owners feared

Port Washington officials said Tuesday they will work to strengthen the city’s existing vicious dog ordinance, but do not intend to regulate specific breeds of dogs.

Several aldermen said they have been inundated by e-mails and letters from throughout the nation after city resident Dan O’Connor said he planned to petition the council to impose strict regulations on pit bulls.[...]

Ypsilanti Township residents must sterilize their pit bulls or face criminal charges

Pit bull owners in Ypsilanti Township must have their dogs spayed or neutered by Jan. 1 or face misdemeanor criminal charges.[...]

Because a pit bull isn’t technically a breed of dog, the ordinance defines it as Staffordshire bull terriers, American Staffordshire terriers, American pit bull terriers or any mix breed exhibiting five out of eight physical characteristics defined in the ordinance.

Among the many concerns voiced by opponents is how the dogs will be identified. Law enforcement officials and animal control officers can issue citations and seize a dog, if necessary. If an owner disputes the dog’s breed, Humane Society vets will make the final determination, and officials said DNA tests could be run.

[...Trustee Mike] Martin [the lone "no" vote] also said he found in his research that pit bull specific legislation has not addressed overpopulation in other communities, and the laws have been repealed in some. He said those who don’t want a citation or sterilized dog will simply give up the animal, leading to a spike to intakes and euthanasias.

Following the meeting, Mike Radzik, director of the Office of Community Standards, said he expects an initial jump in intakes because irresponsible owners may give up their dogs instead of having them sterilized.[...]
