Bill looks to modernize animal control

By Ashley Studley/Daily News staff

BOSTON — [...] Several cities and towns, including Worcester and Boston, have passed legislation restricting pit bulls and pit bull ownership, but dog bites have not been reduced because any dog can become aggressive, according to the MSPCA. For that reason, the new law would prohibit cities and towns from enacting breed-specific legislation.

[...] “Even if you’re not an animal lover, it’s good for cities and towns and people all around,” Holmquist said. “It’s not perfect, but it’s a start at making these laws more reflective of the world we live in today and gives animal control officers the tools they need to protect animals and people.”

Representatives from the MSPCA will be at the State House tomorrow to ask legislators to support the passage of the House bill.

The Sheboygan Common Council on Monday approved a 10-member committee to study how to regulate dangerous dogs in the community without singling out breeds.

The committee, which includes three aldermen, three citizens, Police Chief Christopher Domagalski, Assistant City Attorney Chuck Adams, a local veterinarian, and a representative from the Sheboygan County Humane Society, is expected to meet over the next few weeks to help write a dangerous dogs ordinance.[...]

[...]The move comes two weeks after the council rejected a proposed ordinance by Ald. Scott Versey that would have placed severe restrictions on several dog breeds, including pit bull terriers.[...]

Citizens’ animal panel decries county plan to restrict pit bulls

By Patrick Fox
The Atlanta Journal-Constitution
8:44 p.m. Tuesday, October 19, 2010

If Gwinnett County officials want to restrict pit bull ownership, they’ll do it without the support of their own citizens’ advisory panel.

[...]The seven-member Animal Advisory Council, appointed by the county commission, said they would not endorse the measure after hearing from a host of residents.

Council Chairwoman Gail LaBerge said she has fought breed-specific legislation for 10 years. Most recently she has been involved in the Douglasville City ordinance addressing the same issue.

“I cannot support it in Douglasville,” she said, “and I will not support it in my own county.”

The proposed ordinance would require owners to provide name, address and a registration fee to the county. Owners would also have to supply proof of insurance, a full description of the pit bull, including a photo, and proof of inoculation. They would also be required to provide a sturdy enclosure that does not share fencing with a perimeter fence.[...]

Property purchase yields contention

by Kelly Quimby/The Haralson Gateway-Beacon

[... City Attorney Rob] Monroe told the councilman that the city and county already have strict ordinances in place for animals, but he would look at putting a new ordinance together if there is a problem with dangerous dogs.

“We’re going to have a problem sooner or later with these pit bulls,” [Councilmember Benjamin] Westmoreland said. “These animals are monsters.”[...]

Ypsilanti Township, MI: Council may discuss breed-specific MSN, Oct 19

Ypsilanti Township city council may consider breed-specific MSN during their Oct. 19 council meeting at 7:00 PM at in the Civic Center Board Room, 7200 S. Huron River Drive, Ypsilanti Township.

Remember, breed-specific mandatory spay/neuter is breed-specific legislation. It carries all the same flaws and moral dilemmas as any other type of breed-specific law. It is difficult to enforce, does not improve public safety, and results in the needless death of pets.

And, once you allow a municipality to identify a “pit bull” for mandatory spay/neuter (something which cannot actually be done in a fair or scientific manner), that municipality has the ability to identify a “pit bull” for additional restrictions. One Ypsi resident makes a telling statement: “We’re not saying get rid of them, yet. And that’s another ordinance that could come up.”
