Seward County, KS: Ban may be replaced with BSL

Seward County commissioners recently repealed their longstanding ban on pit bulls, but they intend to replace the ban with a new vicious dog law that could include breed-specific regulations on pit bull ownership.

The sample vicious dog law that has been provided to them is from Elkhart, IN, a breed-neutral law that passed in 2010 despite several attempts to add a pit bull ban. The sample breed-specific law has been copied from Springfield, MO. That law passed in 2006 and has been a source of controversy ever since.

Please encourage county commissioners to drop the ineffective, expensive, and unfair breed-specific proposal in favor of an effective vicious dog law that applies to all dogs and all dog owners.

Commissioners find proposed plans on pit bulls or viscious dogs confusing

Seward County commissioners are considering the adoption of a resolution which would regulate not only pit bulls, but also vicious dogs in general.

Earlier this month, the commission voted narrowly to repeal an ordinance banning pit bulls as a whole, and at the April 18 meeting, county counsel Dan Diepenbrock provided the board with two resolutions – one for vicious dogs and the other for the regulation of pit bulls.[...]

Diepenbrock said commissioners could adopt one or both of the laws, a suggestion commissioner Doug LaFreniere finds cumbersome.[...]

The commission will host a work session at a later date to consider what should be done with both pit bulls and vicious dogs.

Fulton, MO: Council to receive update on dog committee, Apr 26 (possible BSL)

During a city council meeting in March, council discussed possible revisions to Fulton’s animal control ordinance. The possibility of BSL was raised at that time, and the council decided to form a dog ordinance committee.

Council is scheduled to receive an update on the dog ordinance committee on April 26. It is not clear at this time what that update will cover. Residents and locals may wish to attend in order to express opposition to BSL and to monitor the progress and intentions of the dog ordinance committee.

Terrebonne Parish, LA: Committee to consider breed-specific ordinance, April 25

Possible BSL will be discussed April 25 at 5:45 PM at the Community Development and Planning Committee meeting, Parish Council Meeting Room, 2nd Floor, Government Tower. In this proposal, all “pit bulls” would be declared “vicious dogs” and would be subject to heavy ownership restrictions.

Commission looking at writing vicious dog ordinance instead of breed-specific bans

“The question you need to decide is what’s in the best interest of Seward County,” county counsel Dan Diepenbrock said at Monday’s commission meeting.

After listening to information from both Diepenbrock and pit bull owner Gerald Valentine, and from board members themselves, the commission considered that issue, and in the end, it voted narrowly 3-2 to repeal a resolution passed in February banning the possession of pit bulls. [...]

New Bedford, MA: Councilmember pushes BSL

In summer 2010, councilmember Debbie Coehlo proposed breed-specific regulations for “pit bull” owners. The council was divided over the proposal, and it ultimately did not go anywhere. Coehlo intends to try again.

From the April 15 council meeting agenda/minutes:

27. WRITTEN MOTION, Councillor Coelho, requesting, ONCE AGAIN, that the Committee on Ordinances and the Committee on Public Safety and Neighborhoods, look into methods of ensuring that all dogs are properly licensed in the City of New Bedford, especially in the more densely populated, residential inner-city areas, where “Pit Bulls” have been roaming at will on the City streets menacing pedestrians; and further, considering that these dogs have a long history of dangerous/menacing behavior, as recently evidenced by the killing of a defenseless smaller breed dog and the attack on that smaller dog’s owner when he tried to intervene and save the little dog, that the Committee on Ordinances take this matter seriously and research any restrictions that may be placed on the owners of these dogs and the landlords of the buildings where these dogs reside, including requiring landlords to carry some form of insurance, as some other Communities in Massachusetts already require property owners to do, further requesting, that the Committee on Ordinances look into creating an Ordinance similar to the one in Boston, “Responsible Pit Bull Ownership”, and further, requesting that this matter be heard at the next Committees on Ordinances and Public Safety and Neighborhoods, since very matter was first brought before the City Council for action on June 10, 2010, and nothing has been done. Coelho said an animal control officer from Boston, which has breed-specific rules, has been invited to speak with the council.

Coelho said she wants the Committee on Ordinances and the Committee on Public Safety and Neighborhoods to look into requiring landlords to carry some form of insurance for dogs such as pit bulls and place restrictions on who can own such dogs.

In the past, she has pushed rules that call for a more stringent registration process for certain breeds and include age requirements, and for pit bull owners, provisions detailing who can breed such dogs, who can sell them, and how many pit bulls one person could own.[...]

Port Moody council won’t bite at breed-specific bylaws

No changes are in the works for dog muzzle regulations in Port Moody.

Last month, Newport Village resident Laurel Giassa asked council to implement a bylaw requiring muzzles in public places for dangerous breeds of dogs such as pit bulls, Rottweilers and Presa Canarios. She also wanted to see potential muzzle bylaws for dogs crossbred with these breeds.[...]

Castlegar, BC, Canada: Council to review pit bull bylaw

Castlegar city council has agreed to review their pit bull bylaw after being made aware that the prohibitive cost of owning a “pit bull” in Castlegar ($1000 annual registration fee) has discouraged people from moving to Castlegar, has discouraged resident “pit bull” owners from registering their dogs, and has been difficult for bylaw officers to enforce due to breed identification issues. Council opinion about the bylaw is mixed–some support the bylaw, while others imply they might support modification or repeal.

Please encourage Castlegar council to replace their discriminatory bylaw with an effective, enforceable, breed-neutral bylaw.

Castlegar Council meets the first and third Monday of each month with a summer recess during the months of July and August. City Council Meetings are held at 7:00 p.m. at the Community Forum, located at 445 13th Avenue. Next city council meeting: May 2, 2011, 7:00 PM.

Castlegar to review pit bull licensing bylaw

Castlegar city council has struck a committee to review the bylaw that charges an annual fee of $1,000 to license pit bulls and Staffordshire terriers.

“There was a lot of chatter on Facebook and in the newspaper,” Coun. Deb McIntosh said at Monday’s council meeting.
