Donnellson, IA: Council to consider breed ban

Donnellson city council is considering a ban on breeds considered “vicious.” I believe city ordinance currently labels “pit bulls” and Rottweilers to be “vicious” (and places special restrictions on ownership), so these would be the two breeds likely targeted by the proposed ban. (Yes, they already have BSL, and I guess it’s not working or not being enforced, because now they want to “step up” to a ban.) However, the text of the proposal is not yet ready, so I cannot confirm exactly what is being considered.

Next city council meeting, at which this proposal is likely to be discussed and voted on: December 5.

DONNELLSON — Several citizens attended the regular meeting of the Donnellson City Council Monday to voice their opinions on a possible vicious dog ban that is currently being discussed. In response to numerous complaints from residents, the council voted last month to have an ordinance drawn up by City Attorney Greg Johnson.

The ordinance would limit the type of dogs that could be kept within city limits, banning dogs of breeds deemed “vicious.” The ordinance was not completed in time for Monday’s meeting, and the council decided they will take another month to consider how they want the ordinance to read before voting on it at their next regular meeting on Monday, Dec. 5. If approved, three readings would be held before the ordinance could go into effect. [...]

Wentzville, MO: Dog owner challenges BSL

Update 11/12/11: Here is a Facebook event for the BSL challenge at the city council meeting: http://www.facebook.com/event.php?eid=172598802834727&view=wall&notif_t=event_wall

There’s opportunity for change in Wentzville, MO. A dog owner (who believes she owns Great Dane mixes, not “pit bulls”) is standing up against discrimination, asking city aldermen to change their breed-specific ordinance.

There doesn’t need to be such a fuss over a dog’s purported breed. Breed-neutral ordinances are effective and fair, and don’t require subjective guesses about a dog’s breed. Please send respectful, helpful correspondence to Wentzville city aldermen. Encourage them to repeal their breed-discriminatory ordinance and ask them to apply their laws to all dog owners equally, regardless of a dog’s appearance.

Wentzville dog owner challenges pit bull ordinance

10:21 PM, Nov 10, 2011
By Kathleen Berger

Wentzville, MO (KSDK) – A pit bull law is up for review in Wentzville next week. This come on the heels of an upset dog owner who says her dogs are unfairly targeted. They’ve never been aggressive to anyone. [...]

Now, Amanda Kearney says she’ll move before she muzzles her dogs.

Kearney is refusing to spend money to have her dogs’ blood drawn for DNA testing, just to comply with a pit bull law that she says should be changed. She’s taking her fight to city hall. [...]

The City of Wentzville wants them muzzled and on a hand-held leash, if they’re not in a kennel or pen. It’s the law for pit bulls. [...]

So Kearney’s been calling aldermen for the city of Wentzville, rattling enough cages to the point that the pit bull ordinance is being called for review next Wednesday night. Some say it could be too strict. One alderman says they will review the rules over mixed breeds and the muzzling. [...]

Parma, OH: Citizens push to repeal breed ban

The unfortunate story of Gremlin, a therapy dog that cannot visit special-needs children in Parma schools because “pit bulls” are prohibited in Parma, has brought to the public’s attention one of the many problems with BSL: everyone is punished by breed-discriminatory laws, whether you own a dog or not.

If there was ever a time to ask Parma city council to repeal their breed ban, the time is now. You will be in good company. Some Parma residents are already contacting their councilmembers to express their thoughts. Please be respectful when corresponding.

Next regular city council meeting: November 21, 7 PM. Parma City Council meets on the first and third Mondays of the month for Regular Council Meetings. They also meet on the second and fourth Mondays of the month for Committee Meetings. Minutes and agendas: http://www.cityofparma-oh.gov/citycouncil/council-minutes.aspx

Three important things to know.
1) Therapy dogs are not service dogs! Service dogs are “exempt” from breed-specific laws under the ADA. Therapy dogs like Gremlin are not exempt from BSL.
2) Gremlin is banned from the entire city of Parma due to city ordinance. The school district is not responsible for the ban.
3) Ohio state law is breed-specific. Even if Parma repeals its breed ban, Ohio state law still designates “pit bulls” as “vicious” dogs and places special restrictions on ownership. HB 14 seeks to repeal statewide BSL.
