Merrillville, IN: Council may add breed(s) to BSL

Merrillville currently has BSL that affects “pit bull” owners. Rather than repeal their currently ineffective BSL and institute an ordinance that applies to all dogs, regardless of breed, the town council is considering adding “Staffordshire Terrier” to the ordinance.

Merrillville council worried about pit bulls

MERRILLVILLE — Town officials are looking at giving the town’s animal ordinance more teeth after learning Monday that owners of pit bulls and veterinarians are getting around the current one.[...]

Councilwoman Carol Miano, D-3rd, said under the current ordinance pit bulls and other dogs deemed dangerous are supposed to wear a muzzle and the owner is supposed to have $300,000 liability insurance. “The problem is, when people find out they need $300,000 in insurance, they go to their vet and the vet reclassifies the dog as a Staffordshire terrier. They’re not the same,” Miano said.[...]

Councilman Richard Hardaway, D-2nd, said the town needs to change its ordinance to include Staffordshire terriers as a vicious animal and require their owners to have the same insurance. Other council members agreed with Hardaway.[...]

Lake City, AR: Breeds added to breed ban

Lake City, AR has added American Staffordshire Terriers, Staffordshire Bull Terriers, American Bulldogs, and mixes to their “pit bull” ban, which has been in place since 1991. This was done at the request of citizens, and no one spoke in opposition during any of three readings. I have found no news coverage of the proposal prior to its passage, and Lake City’s agendas are not available online. I do not know to what extent city officials informed the public about the proposal.

City Council meets the third Monday night of each month, at 6:30 p.m., at City Hall. Residents desiring to present an issue on the agenda must do so by noon on the Friday preceding the scheduled Monday meeting. If residents can request expansion of the ban, it seems reasonable that residents may also request elimination of the ban. Lake City expands vicious dog restrictions

JONESBORO, AR (KAIT) – The city council in Lake City expanded an existing animal ordinance that bans pit bulls to include more breeds.

Since 1991, Lake City ordinance 135 has prohibited residents from owning pit bulls. The city council unanimously approved ordinance 253-11, an amended ordinance that includes a ban on Staffordshire bull terriers, American Staffordshire terriers, American bulldogs and mixed breeds that are offspring of bulldogs. Tupelo, MS: BSL proposed (additional breeds)

Edit 10/15/11: Tupelo apparently already has BSL for “pit bull” owners. “Pit bulls” are automatically considered “dangerous animals” and are specially regulated. The news article below was not very specific, but I would guess that Tupelo is either considering adding breeds to their BSL, or instituting a whole new breed-specific law.

Tupelo, MS, is looking at a breed-specific ordinance that will affect “pit bulls” and may also include Rottweilers, German Shepherds, and Dobermans. StopBSL has not received exact wording or seen the proposal, so it is unclear at this time what the ordinance will require and what types of dogs will be targeted.

Tupelo councilmembers will introduce the ordinance in the near future. According to the city website, Tupelo city council has a meeting tomorrow, September 20, at 6:00 PM at City Hall, 71 East Troy Street. This item is NOT on the agenda. Tupelo is looking at mean-dog ordinance

TUPELO — Large-breed dogs with dangerous reputations could come under stricter control if a proposed ordinance passes the City Council.[...]

In addition to pit bulls, other breeds could be singled out in the proposal, said the subcommittee’s chairman, Ward 5 City Councilman Jonny Davis. He wants to recommend mandatory registration and annual permit fees for owners of Rottweilers, German Shepherds and Doberman Pinschers, too.

New Zealand: Presa Canario added to import ban

The New Zealand parliament has recently added the Perro de Presa Canario to Schedule 4.

New Zealand’s Dog Control Act 1996 prohibits the import of any dog believed to be of a breed listed in Schedule 4. Such dogs already in New Zealand are also classified as “menacing.” Menacing dogs must be leashed and muzzled in public; they may also be required to be neutered.

The breeds and types of dogs that are listed on Schedule 4 are now currently as follows: American Pit Bull Terrier (type), Japanese Tosa, Dogo Argentino, Brazilian Fila, and Presa Canario.

Hopkinton, IA: Rottweilers not added to breed ban list

Hopkinton, IA already bans “pit bulls,” and was considering adding Rottweilers to the ban after a fatality involving two Rottweilers.

Emotions have cooled, citizens and councils appear to have come to the conclusion that a ban on Rottweilers would be “unfair.” Interesting double standard. (Headline is similarly misleading.)

Hopkinton, IA: Ban discussion tabled until April meeting

Hopkinton already has a ban on “pit bulls,” and is considering adding Rottweilers to the ban after an unsupervised child was killed by two intact breeding Rottweilers that had gotten out of their kennel. This tragedy practically spells out the reasons why breed bans do not and can not make the public safe, but is Hopkinton city council taking note? Doesn’t look like it.

Hopkinton city council will discuss the issue during the April 11 meeting. The next Hopkinton City Council meeting is set for Monday, April 11, at 7 PM in Hopkinton City Hall.

Hopkinton, IA: Rottweilers may be added to town ban

In the wake of a fatal dog attack in which a toddler was killed by her grandfather’s rottweilers this weekend, Hopkinton Mayor Cathy Harris, said the City Council will re-examine Hopkinton’s animal control laws at its meeting tonight in light of the tragedy.

Mayor Harris has indicated that the city will more than likely pass an ordinance that Rottweilers will not be allowed in town. The city ordinance already bans “pit bulls,” as well as “vicious animals.”

Please send your POLITE, RESPECTFUL and INFORMATIVE letters in opposition to breed specific legislation to the Hopkinton officials.
