WORK SESSION NOTICE

The Jasper City Council will hold a work session Thursday, August 25, 2011 at 12:00 noon. This work session will be held to discuss amending the leash law relating to vicious dogs, restrictions upon the ownership of dogs and vicious dogs, and any other matters the council may wish to discuss.

A previous Jasper article has confirmed that Jasper officials are looking at a breed-specific ordinance that will restrict (but not ban) the ownership of three breeds. If you live in or near Jasper, please attend this work session to voice your opposition to breed-discriminatory laws.

Jasper, AL: Committee recommends BSL, council to discuss Sept 6

A Jasper committee has recommended breed-specific regulations (not a breed ban) to the council. Three breeds are confirmed to be restricted, but the specific breeds have not been publicized yet. The council is expected to read and discuss the recommended ordinance during the Sept 6 council meeting.

Mayor: Jasper dog committee’s proposal completed

[… Jasper Mayor Sonny] Posey said he expects the matter will be discussed at the Jasper City Council’s first meeting in September, which is scheduled for Sept. 6. […]

Although several members of the committee are still concerned about the presence of pit bulls in the city, including an individual whose wife was bitten May 25, by a dog he described as a being similar to a pit bull terrier, Posey confirmed on Friday that no breeds of dogs will be banned from city limits.

However, he said “there will be three breeds mentioned in the ordinance as proposed.”

He added “There will be some requirements in regards to those three breeds, and they will be allowed, but you’ll have to go by the ordinance or pay the consequences.” […]

The committee appointed by Mayor Posey to study vicious dog ordinances will be meeting tonight, Thursday, August 4, 2011 at 6:00 p.m. at city hall. The committee recently heard from a city official from Fayette, Alabama regarding that city’s pit bull ordinance. This issue did not come up at [Tuesday’s] council meeting as officials wanted to give the public an opportunity to offer input before the committee makes a recommendation to the city council.

The public is encouraged to attend the working session tonight and share their concerns and suggestions with the committee members. The working session is at city hall, which is located at 400 West 19th Street in Jasper.

Please continue to send your POLITE, RESPECTFUL and INFORMATIVE letters in opposition to any type of breed specific ordinance in Jasper, and encourage city officials to pursue a breed-neutral vicious dog ordinance.

Jasper, AL: Committee to make dog law recommendation; BSL possible

City officials in Jasper, Alabama have been going back and forth with an animal control ordinance over the past few months. The issue initially came up in May when the mayor proposed a breed ban that would include “pit bulls,” dobermans, rottweilers, chow chows, including mixes of and/or dogs that have the appearance of these breeds. The mayor eventually advised the city would not pursue a breed specific ordinance in June, and a committee was later formed to study vicious dog ordinances.

It appears now that a breed specific ordinance is still a potential option in Jasper as the committee recently heard from a city councilman of nearby Fayette, AL regarding the “success” of his city’s pit bull ban. It is not clear whether any potential ordinance would regulate the ownership of several breeds as initially planned, or if the target of a new ordinance would be specific to “pit bulls.”

A recommendation from the committee is expected to be received at tonight’s city council meeting. All council meetings are held at the Jasper City Hall Council Chambers, 400 West 19 th Street, Jasper, AL.

Accordingly, please take the opportunity this morning to send your POLITE, RESPECTFUL and INFORMATIVE letters in opposition to any type of breed specific ordinance in Jasper, and encourage city officials to pursue a breed-neutral vicious dog ordinance.

Committee hears of Fayette pitbull ban

A group assigned to study vicious dog ordinances for Jasper recently heard about legislation passed in Fayette that prohibits any new pit bulls within the city.

Mike Hardin, a Fayette City Council member, told the committee he is not a lobbyist for pit bull bans, but said the leadership in his city is satisfied with the ordinance they passed in 2009.[…]

[Jasper Mayor] Posey said he and the council look forward to receiving a recommendation from the committee, which he expects will be given during the council’s meeting scheduled for Tuesday, Aug. 2.

Montgomery, AL reminder: Committee meeting on dog control, June 21

Montgomery, AL, plans to revise its vicious dog ordinance after receiving citizen complaints about vicious dogs. The city will hold a committee meeting on June 21 at 2 PM, in Council Chambers, 1 Dexter Plaza, 103 North Perry St., Montgomery, Alabama. The committee meeting will be open to the public. The subsequent council meeting takes place at 5 PM. Should you have any questions concerning meetings, please contact the City Clerk’s Office at (334) 241-2096.

The head of the committee has stated that the committee intends to discuss, and possibly pass to council, a proposal that will “increase fines on dogs that bite, do not have shots and are running loose.” I have confirmed with the head of committee that the proposal is NOT breed-specific.

Residents and locals are encouraged to attend the committee meeting and council meeting to ensure that any revisions to the vicious dog law are breed-neutral.

Regarding recent rumors: City council will NOT be voting on a “pit bull” ban tomorrow. BSL is not part of the proposal being discussed now.

BSL reminders for week of June 6

The following municipalities will be discussing breed-specific ordinances or repeals this week. Residents are encouraged to attend these meetings to voice their opposition to breed-specific restrictions and support for breed-neutral ordinances. Monday, June 6

Saginaw, MI: BSL discussion is on the agenda. Five breeds involved.
Cleveland, OH: Council may vote on BSL repeal.
Vancouver, WA: BSL discussion is NOT on today’s agenda and city officials have said they haven’t even considered BSL, but local news media has been making a BIG deal about a potential breed ban. Residents may wish to attend this meeting to see what, if anything, gets talked about.

Tuesday, June 7

Jasper, AL: Recent news coverage indicates the mayor might have changed his mind about a breed ban, but it’s not clear what council will decide to do instead. Multiple breeds involved.

Hochelaga-Maisonneuve and Rivière-des-Prairies – Pointe-aux-Trembles, Canada: These two Montreal boroughs plan to discuss BSL.

Jasper, AL: Council to discuss proposed breed ban, June 7

Mayor Sonny Posey of Jasper, AL, proposed a breed ban that would include “pit bulls,” Dobermans, Rottweilers, Chows, mixes of these, and any mutt that “looks like” one of these.

Recent news coverage indicates that the mayor may now be leaning away from a breed ban. However, the city agenda still shows the Mayor’s ordinance up for adoption on June 7. It is unclear at this time whether the council will vote on the breed ban, change it to breed-specific restrictions, or pursue a breed-neutral course of action.

Please send polite, respectful, educational correspondence to city council members to encourage them to pursue a breed-neutral dog ordinance. Next city council meeting: June 7, 10 AM, Jasper City Hall Council Chambers, 400 West 19th Street, Jasper, AL.
