Cornell, WI: Dog ordinance may be BSL

Thanks to Jodi for this info! I have requested a copy of the proposed ordinance but I do not know if I will receive it. If a local is able to get a copy of the proposed ordinance, please forward it so we can confirm whether it is BSL: stopbsl.com@gmail.com.

The city of Cornell, Wisconsin is currently considering a dangerous dog ordinance that is believed to be breed specific. I spoke with the city clerk this afternoon who was not very forthcoming with information, but did confirm a council committee took up a dangerous dog ordinance this week. The committee is expected to give its report on that ordinance at a future council meeting. The clerk would not confirm any details of the ordinance, including whether it included breed specific language.

Residents are encouraged to attend the next several city council meetings in the event the rumors are true, and the city is looking at BSL.

Regular meetings of the City Council take place on the 1st and 3rd Thursday of each month at 8:00 p.m. (May – September) in the City Council Chambers.

Council OKs dangerous dog panel

Committee will work on local regulations

The Sheboygan Common Council on Monday approved a 10-member committee to study how to regulate dangerous dogs in the community without singling out breeds.

The committee, which includes three aldermen, three citizens, Police Chief Christopher Domagalski, Assistant City Attorney Chuck Adams, a local veterinarian, and a representative from the Sheboygan County Humane Society, is expected to meet over the next few weeks to help write a dangerous dogs ordinance.[…]

[…]The move comes two weeks after the council rejected a proposed ordinance by Ald. Scott Versey that would have placed severe restrictions on several dog breeds, including pit bull terriers.[…]

Man whose sons were chased is asking aldermen to regulate some dogs

“To me, it’s so blatantly obvious something needs to be done,” said Dan O’Connor, who plans to petition the Common Council to change its dog ordinances, recognizing the aggressive nature of pit bulls…. O’Connor said he talked to Ald. Tom Hudson about his concerns, and he plans to send a letter and packet of information to aldermen later this week. He also intends to circulate a petition seeking better regulation of pit bulls and present it to the Common Council.

Sheboygan, WI: BSL defeated (multiple articles)

Sheboygan has decided to create a committee, headed by Alderman Scott Versey (who came up with the original breed-specific proposal), that will write with an “acceptable” dog ordinance. It’s not clear how any new ordinance will be enforced without animal control resources.

Residents, please help the city create a new, effective, and enforceable dog ordinance.

With more than 100 protestors outside City Hall, many of them with pit bulls, and dozens more in the council chambers and spilling into the third-floor hallway, Sheboygan aldermen voted unanimously Monday night to shelve a dangerous dog ordinance that opponents said would not work and probably do more harm than good and unfairly penalize law-abiding dog owners.

Vicious Dog Ordinance is Filed

Sheboygan, Wis. (WHBL) -With a large crowd gathered on the steps of city hall protesting a proposed vicious dog ordinance, and an overflow crowd in the council chambers, the city council Monday night killed the ordinance. The aldermen then approved a motion to set up a committee consisting of city representatives, dog owners and the Humane Society to study the problem of vicious dogs and come up with another ordinance.

Sheboygan, WI: Council to vote on BSL, Monday, Oct 4

This is NOT a ban, but this IS breed-specific. The breeds affected are: American Staffordshire Terrier, Staffordshire Terrier, American Pit Bull Terrier, Miniature Pit Bull Terrier (what breed is this??) or Staffordshire Bull Terrier, or anything that “looks like” one of these dogs.

“Pit bull” owners would be required to:  use a prong collar, 4′ leash, and muzzle on walks; specially contain their dog in a fence or enclosed kennel; not allow anyone under 18 to walk the dog; obtain liability insurance; spay/neuter their dog; pay a higher registration fee; and more. (IMO, the prong collar requirement alone is very disturbing. It is not a suitable collar for some dogs. Training tools and techniques must be tailored to the individual dog; they are never one-size-fits-all.)

Do you think this is just a “pit bull” owner issue? “Versey said he originally thought of including up to 12 dog breeds to the list of dangerous dogs before settling on the five in the proposed ordinance…. ‘I was going to put all 12 breeds in, but it may get to that.'” The original breeds were (and may be in the future): Dalmatian, Boxer, Presa Canario, Saint Bernard, Great Dane, Chow Chow, Doberman Pinscher, Alaskan Malamute, Husky, German Shepard, Rottweiler, and Pit Bull.

Council to consider dangerous dog ordinance on Monday

The dangerous dog ordinance, sponsored by Ald. Scott Versey, has already cleared the council’s Public Protection and Safety Committee, and the aldermen will consider it for adoption at their Monday meeting, which starts at 7 p.m. in the council chambers on the third floor of Sheboygan City Hall.

The ordinance singles out five specific dog breeds — an American Staffordshire Terrier, Staffordshire Terrier, American Pit Bull Terrier, Miniature Pit Bull Terrier or Staffordshire Bull Terrier. It also covers any dog displaying the majority of physical traits of any one or more of those breeds.

Sheboygan, WI: Council to vote on proposed BSL, Oct 4

An ordinance placing heavy restrictions on any dog displaying the majority of physical traits of a “pit bull”  was unanimously passed Wednesday by the Sheboygan, Wisconsin Common Council’s Public Protection and Safety Committee.
 
The Common Council is expected to vote on the ordinance next Monday, October 4, 2010. 

Please send your POLITE, RESPECTFUL and INFORMATIVE letters in opposition to breed specific legislation to the city officials listed below.  Please also send suggestions and viable alternatives for the council’s consideration.

Fences, insurance would be required for breed owners

An ordinance placing heavy restrictions on dangerous dogs in the City of Sheboygan, including confining them to a stockade-style fenced yard when outdoors, forcing their owners to carry $300,000 in liability insurance in case their dog attacks and injures another person, and enforcing strict leash and muzzle requirements, was unanimously passed Wednesday by the Common Council’s Public Protection and Safety Committee.

The ordinance, introduced by Ald. Scott Versey, also would require owners of dangerous dogs to place warning signs on their premises, and ban anyone under the age of 18 from controlling the dog with a leash.
