Pointe Coupee Parish, LA: Ban on 10 breeds under consideration

Edit 11/4/10: Many people have pointed out a number of problems with the proposal as written, including unclear language and possible loopholes. Please keep in mind, this is a draft proposal and still needs significant revision. Locals should attend the police jury meetings and discuss the problems they see. Even if the item is not on the agenda, locals may speak on any topic during the public comment portion of the meeting. 

Pointe Coupee Parish police jury is considering a ban on 10 breeds of dogs, including American Pit Bull, American Staffordshire Terrier, Staffordshire Bull Terrier, Bull Terrier, German Shepherd, Rottweiler, Chow Chow, Doberman Pinscher, Boxer, and Akita–and any mixed-breed dog that resembles one of these. Existing dogs of these breeds would be grandfathered in, but owners of these dogs would be subject to heavy ownership restrictions.

This proposal was presented to Pointe Coupee Parish police jury on 10/26/10, and it is currently being reviewed by the parish attorney. The Pointe Coupee Parish police jury still needs to officially propose, read, and hold a hearing on this proposal. (Schedule unknown at this time.)

The next Pointe Coupee Parish police jury meeting is on November 9 at 5:00 p.m. in the Police Jury Meeting Room, Courthouse Annex Building,160 East Main Street (located across the street from the courthouse), New Roads, Louisiana.

Animal control revamp eyed

NEW ROADS — […] On Tuesday, police jurors are expected to begin debating whether to assign fees to owners of potentially dangerous dogs, levy fines to owners of loose dogs and make other provisions based on recommendations from the parish’s Animal Control Committee.[…]

The recommendations the committee is planning to present on Tuesday address a broad range of issues, including leash laws, vaccinations, pet registration and how dogs are restrained in public and in vehicles, Meche said.[…]

Butte-Silver Bow, MT: BSL proposed (11 breeds and mixes)

In addition to BSL for “pit bulls,” Butte-Silver Bow will consider BSL for the following proposed “dangerous” breeds: pit bulls, Rottweilers, German shepherds, Siberian huskies, Alaskan malamutes, Doberman pinschers, chow chows, Presa Canarios, boxers, Dalmatians, Akita and any mixed-breed dog whose “features are predominantly of these breeds.”

Council meets at 7:30 p.m. Wednesday on the third floor of the courthouse, 155 W. Granite.

Butte man calls for tougher dog laws

The ordinances Banderob has proposed would require the owners of “dangerous” dog breeds or crossbreeds to procure $50,000 in liability insurance and create a dangerous/vicious animal public safety committee.

Pointe Coupee Parish, LA: BSL discussed (10 breeds affected)

Pointe Coupee Parish appears to be moving forward with BSL that would affect owners of German Shepherds, Dobermans, Rottweilers, Boxers, Akitas, Chows, and four types of “pit bulls.” They have gone so far as to ask the major city inside the parish (New Roads) to also pass the breed-specific ordinance.

Dog ordinance debated

NEW ROADS — […] Under an Animal Control Committee proposal, German shepherds, Doberman pinschers, Rottweilers, boxers, Akitas, chow chows and pit bulls would be subject to the ordinance.

The Police Jury decided to ask New Roads to adopt a similar animal-control ordinance because the proposed parish ordinance would not supersede city, town and village laws.

The proposed ordinance is certainly breed-specific regulation, and may become a ban. The proposal would affect the following: “German shepherds, Doberman pinschers, Rottweilers, boxers, Akitas, chow chows and any of the four breeds that fall under the pit bull umbrella.”

Unclear whether this is a ban or a regulation on ownership of certain breeds. The proposal would affect the following: “German shepherds, Doberman pinschers, Rottweilers, boxers, Akitas, chow chows and any of the four breeds that fall under the pit bull umbrella.” (Not clear which breeds are included in the “pit bull” category; I’m only aware of three breeds traditionally considered “pit bulls.”)

Mitchell, SD: Whispers of BSL

The dogs in question, who were running loose in violation of code, were identified as “pit bull”/Boxer mixes. Note that two of the dogs were not aggressive toward the animal control officer, who subsequently decided that those two are “probably a little more Boxer” than the aggressive dog. (In other words, aggressive dogs are labeled pit bulls. Nonaggressive dogs are not.)

Update 4/3: In a new article, the owner of the dogs disputes that they are “pit bulls” at all: 

But Contreras insists that her dogs — which she said are full-blooded boxers and not the pit bull/boxer crosses they have been described as — are all friendly animals who were likely only interested in Odegaard’s dogs and not in hurting Odegaard herself.

“They’re not pit bulls,” Contreras said. “We hate pit bulls.”

After Thursday attack in Mitchell, pit bulls come under scrutiny

Sarnia, Ontario, Canada: Dogs to be released by city

Sarnia is having quite a bit of trouble identifying banned dogs; this is an example of why appearance-based laws don’t make sense. Identification of a “pit bull” is arbitrary and subjective.

Dogs to be released by city

Three dogs mistakenly believed to be pit bulls, and sentenced to death by the city, will be set free this week.

Puppies Maddi and Carter and their father, all three boxer mixes, were seized by city animal control officers in early September. According to a provincial law, any dog resembling a Staffordshire bull terrier must be destroyed because the breed is banned.

[…] “I wouldn’t put it as a mistake,” he said. “Animal control staff are vigilant about what they perceive as similar characteristics. For those that aren’t actual breeders it probably isn’t an exact science.”
